Subject: RDF Development on Pulau G Jakarta – The Unrealized Waste Management Solution for Jakarta’s Waste Emergency

Jakarta, PENA – Jakarta is currently facing a waste emergency. Long before this crisis occurred, Pulau G, a reclaimed island in Jakarta Bay, had been planned as Jakarta’s Final Disposal Site (TPA) and as the location for a Refuse Derived Fuel (RDF) Factory, but the plan was never realized.

During the administration of Governor Fauzi Bowo in 2010, the plan was already formulated with expert staff and officials of Bapeda (Regional Development Planning Agency) of DKI Jakarta Government for a TPA on the reclaimed Pulau G, in collaboration with foreign investors and environmental consultants from Tokyo, Singapore, and China.

Dr. Sri Herowanti Susilo, SE, SH, MH, former official of Bapeda DKI Jakarta Government, revealed this matter. She expressed her regret, as comparative studies and direct observations to islands used as TPA in three friendly countries were amazing – waste islands turned into a blessing.

“TPA islands become islands originating from waste that becomes a blessing, because they can generate revenue to support the economy,” she said to fellow retired officials of DKI Jakarta Government, Thursday (2/10).

“The planning of Pulau G as a reclamation and TPA was not realized, while our hope at that time had analyzed that a waste emergency would occur in the future and its impact would be worse than the floods that hit the capital once a year,” said Sri, who is also a lecturer.

According to Drs. Risman Thomas, MAP, MM, Secretary General of DPP GMPI Jaya Forever, former official of Linmas Satpol PP DKI Jakarta, Rank IV/a, this is in line with the results of the International Civil Defence Organisation (ICDO) training based in Switzerland, quoting _”United Kingdom Experience stopping landfill and converting waste to fuel”

This Bapeda planning is in line with the duties of community protection (Linmas) Satpol PP as implementers and executors in the field to help with flood disasters and now waste scattered in every corner of Jakarta.

The experience of the UK and US since 1800, with limited land for TPA, then the waste was transformed, turning the waste crisis into valuable goods. The key is RDF, which is managed into fuel, electricity, gasoline, compost, biogas – which must be preserved for the future.

GMPI has formed a Waste Emergency Team*, exactly as Jakarta expected to overcome waste since August when Bantargebang TPA was closed but still able to accommodate organic waste, said Suherman, SE, Head of Economic Development Division of DPP GMPI Jaya Forever and Head of Waste Emergency Team which designed Jagakarsa as a pilot project.

According to him, his team has collaborated with foreign investors and uses _”Waste to Energy”_ technology prepared by investors in collaboration with German entrepreneurs. Of the three elements expected – Legislature, Investor, and Operator – 100% are ready, awaiting an audience with relevant officials of DKI Jakarta Government.

“Of the 8000 tons of Jakarta’s waste daily, Jagakarsa is only given a quota of 12 to accommodate 300-500 tons per day. Waste from Jagakarsa can only be made into RDF 40% processed into fuel from waste,” he explained.

However, the current obstacle is that the land needed by the GMPI team is still awaiting a response from DKI Jakarta Government, which has been formally requested by letter. The team is ready to use DKI Government’s idle land as a waste shelter that is directly processed into RDF.

Domestic and foreign investors, if idle land is prepared by DKI Jakarta Government, are ready for a 5-30 year contract. Because we need waste sorting employees, machine operators brought from Germany and building employee dormitories needed for 100-500 workers.

“Planning of Pulau G as a coastal reclamation, GMPI is ready to partner with the Regional Government, we are hampered by the Legislative element. Investors and operators – 38 people are ready, and 8 core management and 30 workers who currently manage waste in the Jagakarsa area, South Jakarta Administrative City,” he concluded.
