GOVERNOR INSTRUCTS TO PREPARE VACANT LAND FOR RDF INDUSTRY IN JAKARTA – EMERGENCY WASTE CRISIS

Jakarta, PENA Indonesia – October 10, 2026

The Governor of Jakarta has instructed all Mayors, Head of Environment Agency (Dinas Lingkungan Hidup), and Head of Parks and Urban Forest Agency to immediately prepare vacant land (sleeping land) for RDF Industry – Refuse Derived Fuel – fuel from waste.

The instruction was conveyed through the Assistant for Economy and Development and Assistant for Development and Environment of the Provincial Secretariat of DKI Jakarta, involving mayors, related agencies, bureaus, and Sub-Coordinators for Environment and Green Open Space.

“Because Bantar Gebang Landfill Bekasi will be closed gradually since August and fully closed on January 1, 2027. Currently waste is scattered everywhere in five administrative cities of Jakarta,”* said Secretary General of DPP GMPI (Gerakan Masyarakat Pejuang Indonesia) Drs. Risman Thomas, MM, former senior official of DKI Jakarta Government, in Jakarta, Saturday (10/10/2026).

WHY GMPI?
Gerakan Masyarakat Pejuang Indonesia (GMPI) is called to partner to solve the very crucial waste crisis that threatens Jakarta’s environment.

According to Risman, this waste crisis must be managed into useful goods. RDF technology can convert waste into Fuel, Electricity, Gasoline, Compost and Biogas.

“We need government land that is not utilized – Sleeping Land. We need at least 5-20 hectares that can be contracted for 5 years,” said Risman. DKI Jakarta government land cannot be sold, only contracted.

GMPI is supported by its Board of Trustees as Investors in collaboration with German entrepreneurs and has prepared TRILLIONS of Rupiah capital. The Investor site at *Cendana 11, Central Jakarta was once visited by Governor Pramono Anung.

PILOT PROJECT – ALREADY RUNNING:
Observation before Bantar Gebang closure, GMPI team went directly to UPRS I-VIII of Public Housing and Settlement Agency DKI Jakarta, which will be used as pilot project to accommodate waste produced by thousands of apartment residents.

Current pilot project in Jagakarsa District: Waste production 300 tons/day with core team 8 people and 30 waste sorter, said Suherman who successfully fosters residents in RW 07, Srengseng Sawah, South Jakarta.

DATA – JAKARTA WASTE CRISIS:
Jakarta produces 8,000 tons/day of waste (July data), 100% dumped in Bantar Gebang. After closure, only 30% accommodated in Bantar Gebang and 70% accommodated in all of Jakarta’s TPS (Temporary Disposal Site), overflowing unmanaged. Hence waste emergency is getting worse day by day.

This waste must be managed thoroughly. This is the role being fought for by GMPI and has received positive response from DKI Jakarta Government for partnership, said Secretariat of Provincial Secretary.

According to Independent Consultant B. Sudiyono, to overcome waste emergency must be fast using Incinerator for short term and long term processed with RDF or Waste-to-Energy Power Plant (PLTSa). To produce incinerator machines massively due to emergency, recommendation and dispensation for licensing is needed.

For mass production of incinerator, UMKM from Bandung, innovation of the nation’s children is ready. For waste processing and sorting, land needed at least 5 hectares for short term and 25 hectares for long term. That land area is for establishing RDF industry, employing many workers and needing employee mess for long term.

Waste lumps that can be used for RDF about 40% and 60% to convert into other useful goods, such as organic fertilizer, animal feed, biogas etc. If we support waste to become RDF 40 tons/day, waste will support us to become energy.

Risman said: _”United Kingdom (UK) experience in the 1800s, closing landfill and converting waste into cement fuel and power plants, exactly what Jakarta needs now since Bantar Gebang closed.”_PFi
